Three (1 On 2) to Four (1 On 3) players on the court per game. No teammates. Multiple defenders guard whichever player has the ball. Games are played Half-Court. Games are 15 minutes running time.
First possession is determined by a made/standing free throw at the foul line. Last player standing gets first possession.
The ball must be taken back behind the foul line on every change of possession (loose ball, steal, block shot, defensive rebound). An offensive rebound can go straight up without taking the ball back behind the foul line.
A flagrant/technical/intentional foul bench a player for two minutes. Benched players are not eligible to win while in the penalty, even if they have the highest score. Three personal fouls disqualify a player.
Winner will be the first player to score 21 points or who has the highest score after the 15 minute running time limit. If time expires and two players or more are tied for high score, then ONLY those players will shoot from the foul line to determine the winner.
No subs or time-outs. Players can elect to rest off court, but game clock does not stop.
One referee per game who has full authority to enforce the rules. No arguing. Arguing is a Delay of Game, subject to warning and/or a technical foul.
Field goals are worth two points. Made shots from beyond the three point line are worth three points. After a made three pointer, the player is awarded a free throw worth one point. On a make, player will be awarded the ball back behind the three-point line and ball is in play.

When the offense is shooting a free throw, players are allowed to wait for the rebound in the key on a first to position basis, however must hold their position once the ball is handed to the shooter and can not move until the ball is released into the air. On a missed free throw, the ball is in play.

A player called for game delay will get a warning; second delay will result in a technical foul. Holding the ball/excessive dribbling without intent to score and/or to make the clock run out will also be considered delays of game.
KEYHOLE CARD/DEAD BALL POSSESSION.
The Referee holds 4 different Keyhole Cards with One determined as the change of possession dead ball winner. A Dead Ball Occurs when:
1) Two or more players with two hands on a loose ball, and possession will be determined by a specific 1 of 4 Keyhole Cards.
2) In event of offensive player committing a dribbling violation (walk, carry, double dribble), possession will be determined by a specific 1 of 4 Keyhole Cards.
3) Out of Bounds.
The player that chooses the determined 1 of 4 Keyhole Cards gets offensive ball possession.
Keyhole 21. 1 On 3 Basketball is flexible enough to be played anywhere by anybody.
All you need is a hoop, a half-court and three to four players.
The rules are very simple and designed to make it fast and exciting.
